всегда работало корректно, но ранее такой комбинации действий не пробовал:
зашел в форум корзины, в удаленную тему и нажал ПАНЕЛЬ МОДЕРАТОРА.
вывалилась ошибка:

из любых других тем и разделов все вызовы корректны.
может кто сталкивался? что может быть? и как бороться с данной ошибкой?

сам спросил, подумал и нашел решение:
в инструкции к обновление с версии 1.0.11 до 1.1.3
mcp_topic.php встречался только на шаге 1.0.11-1.1.0
так вот там по инструкции:
Open: includes/mcp/mcp_topic.php
Find
Tip: This may be a partial find and not the whole line.
Code:Select All
include($phpbb_root_path . 'includes/prime_trash_bin.' . $phpEx);
Replace with
Tip: Replace the preceding line(s) to find with the following lines.

но
prime_trash_bin. встречается в коде не один а два раза.
собственно, переименование второго вхождения
prime_trash_bin. в
prime_trash_bin_a. избавило от указанной выше ошибки.
